While a comprehensive plan describes a community on a broad scale, implementation requires a more detailed look at a downtown, corridor, neighborhood, or character area primed for development or redevelopment. Sub-area plans illustrate concepts for urban design, land use, parking, circulation and other features. Crafting such plans requires collaboration ampong a team of planners, market analysts, urban designers, architects, engineers, and transportation specialists. Frequently overlooked, though, is the mechanism for implementation. Local zoning and development codes may be out of sync with new planning concepts. Permitting a mix of land uses; controlling building design and scale; providing flexible parking requirements; and facilitating project reviews are a few of the often overlooked provisions that can inhibit the fulfillment of detailed planning efforts.
