Lexington and Fayette County located in the “thoroughbred capital of the world”, have been credited with many notable achievements — combined city/county government, a restrictive urban growth boundary, and a system to purchase or transfer development rights.  Recognizing that the area’s growth would outpace the available raw land and committed to not expanding that boundary, the city/county government initiated a study of potential infill/redevelopment opportunities.

Our consultant team that examined nearly 20 sites, selecting three prototypical areas for detailed planning and analysis.  After the concept plans were analyzed the  zoning regulations and identified impediments.  Recommendations included review to the suburban style regulations to promote more sustainable, mixed use, urban development, mixed use development, streamlined administrative procedures, and adapt suburban style requirements to a central city environment.
