Sullivan, located in southwest Indiana, is a community whose downtown has struggled since the state highway bypassed the community. Parking is a challenge with the hundreds of employees at the courthouse, located in the center of downtown.
Recent private investment in the downtown hasn’t preserved the historic urban fabric and vacancies threaten continued viability of the courthouse square. Encouraging residential uses, improving parking and circulation, and implementing zoning changes that support the historic context of the square were key recommendations of this plan developed as a sub-consultant to CBA.
